Have students create their own fraction tiles.  When I first learned to do this, I didn't understand why.  Their tiles were sloppy and uneven.  Their equal parts weren't EQUAL, so what was the point?

Well, as it turns out, there is a point.  Their fraction tiles may not be perfect, but they are creating the parts of a whole.  Creating is the key word.  They are making the fractions but folding, cutting, and comparing.  This hands-on activity is invaluable!
